潘西京，字 钦，笔名 海锐，中国德龙斋 斋主。河南洛阳籍，現居住广州市。军旅生涯25年，党员，多次立功及战功，军转团职领导；中国书画艺术大使、中国书法家协会 会员、中国传统文化促进会总会 会员、中国非遗书画传承师、中国楹联学会 会员及书法研究会 副理事长、军旅书法家、中国实力派书法家、中国民族建筑研究会书画艺术专业委员会 理事会 副主席 、雅昌艺术家会员、中国教育电视台《水墨丹青栏目组》书画院 会员、华夏国艺青少年教育培训中心书画导师等。作品多次参加国内、国际大赛获特等奖等奖项；被誉为“中华国粹人物”、“中国文化形象代表人物”、“笔阵战神”、“中国梦•功勋艺术家”等称号；书法作品在上海人大、澳门民政公署及多家寺院刻字悬挂。著有《潘西京 书法集》、《潘西京 书法》等书。【两会特刋】被评为新时代书画领军人物！
