2023年，嘉兴市地区生产总值7062.5亿元，财政总收入1102.6亿元，财政总收入、一般公共预算收入、规上工业总产值均居浙江第3，R&D占比保持浙江第2，跻身中国城市人才吸引力榜第20位。今年以来，我们强力推进创新深化、改革攻坚、开放提升，一季度全市GDP增长6.3%、固定资产投资增长5.8%、规上工业增加值增长8.6%，呈现出稳中有进、持续释放澎湃的发展动能。

主要面向带项目、带技术、带资金到嘉兴创办企业的海内外高层次人才团队(含非华裔外籍人才)。

Application types are divided into entrepre-neurial team projects,innovative team projectsand innovative talent projects (including youth).

创业团队带头人或核心成员1或2中其中一名应为法人。

1名带头人，硕士及以上学位，是企业主要创办人且为第 一大股东或最大自然人股东(股权一般不低于30%)。

2-5名核心成员，至少有1名具有硕士及以上学位或相当于副高级及以上专业技术职务。

团队拥有国内领先技术成果和自主知识产权，符合我市产业发展战略布局和产业技术创新需求，产业化前景较好;创业团队。

根据所创办的企业发展初创、成长、成熟阶段不同，选择通道进行申报。

Entrepreneurial Team Program

Entrepreneurial Team Program is recruiting talent teams(non-Chinese foreign talents included) who bring projects,technology,and funds to Jiaxing to start businesses. Theteam shall include a leader and 2-5 key members. Teamleader shall hold a master's degree or above, the compa-ny's main founder and the largest individual shareholder(Equity is generally not less than 30%).At least l key mem-bers are required to hold a master's degree (or above) orprofessional titles equivalent to researcher/professor or as-sociate researcher/professor, The leader or l of the key mem-bers shall be the legal person. The team shall own domesti-cally leading technical achievements and independent intel-lectual property rights, with potentials of industrial develop-ment. Entrepreneurial teams can apply through differentchannels according to the different development stages ofthe affiliated enterprise.

一、项目资助

1、PROJECT FUNDING

对入选的创业团队，按类别给予D类至A+类200-1000万元的项目资助或科创基金、人才基金支持。对入选的创新人才，根据人才年薪，连续3年给予每年最高给予100万元补助。

Selected Entrepreneurial Team and innovationTeam will be provided with a funding of 2-10 millionRMB according to project category D to A + which is fromproject funding or science and technology funding,talent funding. Selected Innovative Talent will be givenan annual subsidy of which the maximum subsidy is 1million RMB for 3 consecutive years based on thetalent's annual salary.

二、个人补助

2、PERSONAL GRANTS

入选领军人才计划的人才、团队带头人和A类及以上创业团队、创新团队的第1、第2位核心成员，其个人在嘉缴纳社保满6个月及以上的，可按人才层次、学历、经历等条件申请5-50万元不等的一次性个人补助;年龄在35周岁以下的，补助额度上浮20%。

Recruited talents, leaders and the top 2 key mem-bers of Type A/A+ Entrepreneurial and Innovative Teamswho have paid social security for above 6 months canapply for one-time personal grants from ¥50,000 to¥500,000 based on talent type, education background,and R&D experience. Those under 35 years of age willreceive a 20% increase in grant amount.

三、配套资助

3、SUPPORTING FUNDING

对通过我市申报入选(含已入选的)省级以上重大人才工程(国家和省级人才引进计划、人才培养计划)的可按照国家和省财政资助额度分别给予1：1配套资助。

For those who have been selected by Jiaxing Cityand recruited in the provincial and above level talentprojects (e.g. National and Provincial-level TalentRecruitment Programs, "Thousand Talents Plan"),matchingfundingwill be provided based on the nationaland provincial financial subsidy standards at a 1:l ratio.

四、创业扶持

4、ENTREPRENEURIAL SUPPORT

人才团队创办的初创期企业入驻政府类平台，可享受落户县(市、区)提供的三年内免收租金或奖金补助。

对入选5年内(生物医药和生物育种类企业放宽到6年)的人才团队创办的初创期企业，在政府性融资担保机构的信用、类信用贷款担保费用，给予相应补助或减免;给予贷款额超出一年期LPR利率部分相应贴息。给予人才团队创办的企业上年度研发费用奖励。

Registered start-up company founded by theTalent Team which settles on government platforms willenjoy rent-free or cash-back subsidy for 3 years from thecounty(city, district)where the settled. For start-upcompany founded by selected Talent Team within 5years( flexible to 6 years for biomedicine and biotech.nology enterprise), will be given corresponding subsi-dies or exemptions to the credit and credit-like loanguarantee fees of government financing guaranteeagencies and interest of loan will be discounted for theportion exceeding the one-year LPR interest rate. Com-pany founded by Talent Team will be rewarded with R&Dexpenses for the previous year.

5、ACHIEVEMENT INCENTIVES

对牵头或参与制定并完成国际标准、国家标准、行业(或地方、军用)标准的，最高100万元奖励。

对通过 PCT 途径获得美国、日本和欧洲等国家或地区发明专利的，资助3万元/件。

对开展涉外知识产权维权且胜诉的，最高10万元资助。

Company that take the lead or participate in formulat-ingintemational standards,national standards,industrial (orlocal, military) standards will be awarded up to 1 million RMB.Company that obtain invention patents from USA , Japan ,Europe and other countries or regions through PcT will besubsidized 30,000 RMB per patent. company that carry outforeign-related intellectual property rights protection andwin the lawsuit will be subsidized up to 100,000 RMB.

六、上市奖励

6、LISTING INCENTIVES

对人才团队创办的企业在境内外上市的，一次性给予其高管团队最高200万元奖励。

The executive team of the start-up company found.ed by Talent Team will be rewarded up to 2 million RMBin one-time if the company is listed domestically oroverseas.

七、贡献奖励

7、CONTRIBUTION REWARDS

入选领军人才计划的人才、团队带头人和A类及以上创业团队、创新团队的第1、第2位核心成员，工资薪金在30万元以上的，给予1-10万元的贡献奖励，申请奖励次数为入选后连续3年。

The talent , team leader and the top 2 core mem-bers of project Categoray A and above which is SelectedEntrepreneurial Team or Innovation Team of the Lead.ing Talent Program, with a salary package of more than300,000 RMB will be given a contribution reward of10,000-100,000 RMB for 3 consecutive years after theselection.
