刘成甫，生于1971年10月1日，江苏邳州人，自幼习书，勤于笔耕。现为：国家一级书法师、中国功勋艺术家，国礼艺术家，中企报盟信息科学研究院院士、书画培训师，中国楹联学会书画艺术院书法系教授、书画创作研究员，中国最具有投资价值的实力派艺术家，中国书画家联谊会新文艺群体书画家工作委员会副主任、特聘书法家，中国乡协孔孟文化研究院副院长，承孔书院副院长，中国民族建筑研究会书画艺术专业委员会副秘书长，华夏国艺书画艺术中心副秘书长、特聘书法家。中国服务贸易协会国际交流工作委员会第一届副秘书长。
孩提时常在村头田间折枝画沙，染指涂壁，描摹自然，中学时代深得长兄刘少清（中国书法家协会会员，邳州书法家协会理事）点拨，日有所进，初从曹全入手，继而学柳、颜、欧、赵、苏、米、“二王”，旁及张旭、怀素书谱等，学书三十余年，临池不辍。作品曾多次在书法大赛中得奖。
2015年，获得由淀山湖镇人民政府颁发的小镇文化人荣誉证书。
2019年，被淀山湖镇老年大学（书法班）聘为指导老师。
2021年6月，获得新时代艺术领军人物称号。
2021年10月，受邀参加济南电视台首播丹青颂翰墨情大型书画系列专题片。

Liu Chengfu, born on October 1, 1971, is from Pizhou, Jiangsu. He has been studying calligraphy since childhood and is diligent in writing. I am currently a national first-class calligrapher, Chinese meritorious artist, national etiquette artist, academician of the Information Science Research Institute of the China Enterprise Alliance, calligraphy and painting trainer, professor and calligraphy and painting creation researcher at the Calligraphy and Painting Art Institute of the Chinese Couplets Society, the most powerful artist with investment value in China, deputy director and specially appointed calligrapher of the New Literature and Art Group Calligraphers and Painters Working Committee of the Chinese Calligraphers and Painters Association, vice president of the Confucius and Mencius Cultural Research Institute of the China Rural Association, vice president of the Chengkong Academy, deputy secretary-general of the Calligraphy and Painting Art Professional Committee of the China National Architecture Research Association, deputy secretary-general and specially appointed calligrapher of the Huaxia National Art Calligraphy and Painting Art Center. As a child, I often used to break branches and paint sand in the fields of the village, dye my fingers and paint walls, and depict nature. In middle school, I was deeply influenced by my elder brother Liu Shaoqing (a member of the Chinese Calligraphers Association and a director of the Pizhou Calligraphers Association), and made progress day by day. I started with Cao Quan and then learned Liu, Yan, Ou, Zhao, Su, Mi, and the "Two Kings", as well as Zhang Xu and Huai Su's calligraphy. I have been studying calligraphy for more than 30 years and have never stopped. The work has won numerous awards in calligraphy competitions.
In 2015, he was awarded the honor certificate of small town cultural figure by the People's Government of Dianshanhu Town.
